The aim isn't always to get money, but to curb those who support such incidents – in the hope of preventing future attacks.

WASHINGTON (AP) - The Saudi government has been paying for lawyers, and in some cases for bond, for hundreds of its citizens who have been detained, prosecuted or questioned inside the United States during the crackdown on terrorism.


The FBI openly calls the practice tantamount to buying off witnesses.





Saudi officials said they have spent more than $1 million to provide American lawyers for those detained or questioned here since the Sept. 11 attacks.


Most, they said, are students being held on technical violations of immigration laws.


The Saudis acknowledged concerns by the Justice Department and FBI, but said it was essential that Saudis who are unfamiliar with the American legal system be provided with good lawyers to defend themselves."Our view is give them lawyers and let the process take its course, and if they are found guilty of crimes they will pay their price and would have had fair representation.
If not, they should be released," said Adel al-Jubeir, Crown Prince Abdullah's foreign policy adviser.

John Pistole, assistant director of the FBI's counterterrorism division, recently told the Senate the FBI has raised concerns with the Saudi government that paying legal bills and bond for Saudis being questioned in the terror probe could influence what they say in their testimony.

"To us, that is tantamount to buying off a witness, if you will. So that gives us concern if the government is supplying money for defense counsel," Pistole testified.


The United States does not provide its citizens with lawyers and bail money when they are detained in foreign countries, although U.S. embassies often will intervene to ensure they are treated fairly.


Immediately after the suicide attacks, U.S. law enforcement focused heavily on Saudis after learning 16 of the 19 hijackers were from the kingdom.


Saudi officials say several hundred of their citizens were detained in the weeks immediately after Sept. 11 on immigration violations or terrorism suspicions, but the number detained today has dwindled to around a dozen.


A recent Justice Department investigation concluded many immigrants rounded up after the terror attacks were improperly detained for unnecessarily long periods of time and some endured mental or physical abuse during detention.


A small number of Saudis have been charged with crimes, such as a University of Idaho graduate student charged with associating with Islamic extremists.

The unexplained death of Salem, Osama bin Laden's oldest brother, in 1988, brought to an abrupt end a long and intriguing relationship between President Bush and the head of the bin Laden family fortune.

The world now associates the bin Laden name with Osama bin Laden, the prime suspect be hind the terror atrocities of Sept. 11. As President George W. Bush leads an intense international manhunt for Osama, few Americans realize that Osama's eldest brother, Salem, was one of Bush's first business partners.


A photograph from 1971 has surfaced and been printed in English papers showing Osama, age 14, and his brother Salem, age 19, enjoying a summer holiday at the Astoria Hotel in Falun, Sweden. Christina Akerblad, the hotel owner, told the Daily Mail, "They were beautiful boys, so elegantly dressed. Everybody loved them."


Osama embraced Islamic fundamentalism and is now the world's most wanted man. "Salem went on to become a business partner of the man who is leading the hunt for his brother," the Daily Mail's Peter Allen said. "In the 1970s, he and George W. Bush were founders of the Arbusto Energy oil company in Mr. Bush's home state of Texas."


President Bush and the bin Laden family have been connected through dubious business deals since 1977, when Salem, the head of the bin Laden family business, one of the biggest construction companies in the world, invested in Bush's start-up oil company, Arbusto Energy, Inc.


James R. Bath, a friend and neighbor, was used to funnel money from Osama bin Laden's brother, Salem bin Laden, to set up George W. Bush in the oil business, according to The Wall Street Journal and other reputable sources.


Through a tangled web of Saudi multi-millionaires, Texas oilmen, and the infamous Bank of Credit and Commerce International, Bush was financially linked with the bin Laden family until Salem met an untimely end in a freak flying accident near San Antonio in 1988.


The infamous BCCI was shut down in 1991 with some $10 billion in losses.


In June 1977, George W. Bush formed his own oil drilling company, Arbusto Energy, in Midland, Tex.


"Arbusto" actually means "shrub" in Spanish, but the Bush family interpreted it as "bush".

Salem bin Laden, a close friend of the Saudi King Fahd had "invested heavily in Bush's first business venture," according to The Daily Mail (U.K.).


Arbusto later became Bush Exploration, when Bush's father became vice president. As the company neared financial collapse in September 1984, it was merged with Spectrum 7 Energy Corp. in an effort to stay afloat.


The 50 investors who propped up the Bush company with $4.7 million were "mainly friends of my uncle" who "did pretty good" in Bush's words, although they lost most of the money they invested in the company. Jon Bush, George's uncle, raised money for Arbusto from political supporters of the Reagan-Bush administration.


"These were all the Bushs' pals," family friend Russell Reynolds told the Dallas Morning News in 1998. "This is the A-Team."


The "A-Team" limited partners contributed $4.67 million to various Bush funds through 1984 but got only $1.55 million back in profit distributions, and $3.9 million in tax write-offs.

Osama bin Laden begins providing financial, organizational, and engineering aid for the mujahedeen in Afghanistan, with the advice and support of the Saudi royal family. The agency fails to get royalty, but bin Laden, with his family's influential ties, is good enough for the ISI. [Miami Herald, 9/24/01] (Clarke will argue later that the Saudis and other Muslim governments used the Afghan war in an attempt to get rid of their own misfits and troublemakers.) BIN LADEN’S BEGINNINGS

Born 1957 for Syrian mother, Osama bin Laden was the seventh son among fifty brothers and sisters.


His father Mohammed Awad bin Laden came to the kingdom from Hadramout (South Yemen) sometime around 1930. The father started his life as a very poor laborer (porter in Jeddah port), to end up as owner of the biggest construction company in the kingdom. During the reign of King Saud, bin Laden the father became very close to the royal family when he took the risk of building King Saud's palaces much cheaper than the cheapest bid. He impressed King Saud with his performance but he also built good relations with other members of the royal family, especially Faisal. During the Saud-Faisal conflict in the early sixties, bin Laden the father had a big role in convincing King Saud to step down in favor of Faisal. After Saud's departure the treasury was empty and bin Laden was so supportive to King Faisal that he literally paid the civil servants' wages of the whole kingdom for six months. King Faisal then issued a decree that all construction projects should go to bin Laden. Indeed, he was appointed for a period as the minister of public works.


In 1969 the father took the task of rebuilding Al-Aqsa mosque after the fire incident. Interestingly the bin Laden family say that they have the credit of building all the three mosques, because later on their company took over the task of major extension in Mecca and Medina mosques.


The father was fairly devoted Moslem, very humble and generous. He was so proud of the bag he used when he was a porter that he kept it as a trophy in the main reception room in his palace. The father used to insist on his sons to go and manage some projects themselves.


The father had very dominating personality. He insisted to keep all his children in one premises. He had a tough discipline and observed all the children with strict religious and social code. He maintained a special daily program and obliged his children to follow. At the same time the father was entertaining with trips to the sea and desert. He dealt with his children as big men and demanded them to show confidence at young age. He was very keen not to show any difference in the treatment of his children.


Osama was exposed very early on his age to this experience but he lost his father when he was 13. He married at the age of 17 to a Syrian girl who was a relative. He grew up as religiously committed boy and the early marriage was another factor of protecting him from corruption.


Osama had his primary, secondary and even university education in Jeddah. He had a degree in public administration 1981 from King Abdul-Aziz university in Jeddah. Countries of the Arabian Peninsula, Syria, Pakistan, Afghanistan, and Sudan are the only countries he has been to. All stories of trips to Switzerland, Philippines, and London are all unfounded.


In addition to the general Islamic commitment he started forming an Islamic responsibility at early age. His father used to host hundreds of pilgrims during Hajj season from al over the world. Some of those were senior Islamic scholars or leaders of Muslim movements. This habit went on even after his father's death through his elder brothers. He used to make good contacts and relations through those gatherings.


At secondary school and university he adopted the main trend of many educated Muslims at that time, Muslim Brotherhood. There was a collection of Muslim scholars in Jeddah and Mecca at that period. There was nothing extraordinary in his personality and that trend was rather very non-confrontational. Interestingly, the 1980 raid in the Grand Mosque in Mecca was not appealing to him, neither the theology or that group. He had two distinguished teachers in Islamic studies, which was a compulsory subject in the university. First was Abdullah Azzam who became later as one of the big names in Afghanistan and the second was Mohammed Quttub, a famous Islamic writer and philosopher.

As anyone who has bothered to read this far certainly knows by now, bin Laden is the heir to Saudi construction fortune who, at least since the early 1990s, has used that money to finance countless attacks on U.S. interests and those of its Arab allies around the world.


As his unclassified CIA biography states, bin Laden left Saudi Arabia to fight the Soviet army in Afghanistan after Moscow’s invasion in 1979. By 1984, he was running a front organization known as Maktab al-Khidamar - the MAK - which funneled money, arms and fighters from the outside world into the Afghan war.


What the CIA bio conveniently fails to specify (in its unclassified form, at least) is that the MAK was nurtured by Pakistan’s state security services, the Inter-Services Intelligence agency, or ISI, the CIA’s primary conduit for conducting the covert war against Moscow’s occupation.

The second document that I found intriguing was the precise identical language to dismiss both Bush and James R. Bath from their flying duties. That dismissal allows for reasonable cause why a tighter paperwork trail will not be necessary in the future, as would be needed for a pilot.


That the two men (who were the best of friends) were removed from a definable paper trail within one month each other is significant. Bush heads to summer in Maine for the August period, but is only accountable sporadically thereafter for 3/4 of a year. Bath is free of paper trail in September 1972.


Let's skip ahead a few years, we are into the 1980's, between BCCI and the Savings and Loan/contra funding enterprise, we have two reporters who absolutely confirm that Bath is a CIA asset. That confirmation is above Bath's own statements repeatedly making use of that connection in his nefarious business deals. (That information is easily confirmed by web searches and in the books by Pete Brewton and the Jonathan Beaty. )


Bath brags that he was personally recruited by George Bush Senior in 1976, when Bush was DCI. That would have to be the statement followed by both men as Bush SR. has stated both in official papers and under questioning that he did not join the agency until he was appointed Director by Ford. We now know that to be a patent lie. Bush SR. was recruited directly out of Yale in either 1947 or 1948. He served as a case officer for a group of Cuban exiles and helped orchestra the planning stages of the Bay of Pigs fiasco. There is now a photo available showing Bush on one of his Zapata Oil platforms in the Gulf of Mexico, giving a pep talk to a groups of AC Cubans commandos. Bush's name again surfaces in the aftermath of the JFK killing, with a memo of having briefed George Bush on the matter from J. Edgar Hoover. Mark Lane's book Plausible Denial makes overwhelming the evidence that Bush was an agent going back to the post Yale days.


With that knowledge but with Seniorr. caught in his own lie where 1976 is the first possible year he could have recruited James Bath, we have to dissect further. Let's change the time frame back four years and plug in the year 1972, specifically the fall of 1972, to the days of September when the paper-trail also ends on Bath.




Let's plug W and best friend James Bath into an agency training program for Officer Recruits. We have 2 agencies available per above. There is no legacy allowance for DIA. But there is for CIA because of SR's position. We know that W barely made the minimum allowable score for pilot training, it would have to be a political clout appointment, .....nepotism.


Despite hundreds of newspaper and other media stories on this missing year. Bush refuses to give a firm statement that could tie him down and be exposed as a lie in the future.




He has and still suffers a tremendous amount of bad press as being AWOL in that period. He made only sporatic appearances in this period, nothing by schedule.


I can add from a personal experience of a friend who was the CIA for 22 years and finally admitted his true vocation, (complete with his secrecy agreement for my inspection) that the very essence of the training period was broken down into weeks so that it could be made to blend into another lifestyle and vocation.


Lets' examine a list of George Bush SR's highlighted accomplishments and the well reported fact in several books that W. holds his father's career in awe, maybe to the point of a mental obsession.
